I stumbled here on accident the good old way. If anyone remembers, we have replaced the time belt 2 times and each time it was a headache, because the old version Windows all that Windows Vista has not received relevant updates. And so it went. All time settings in Windows are stored in the registry and, accordingly, all necessary new time zones need to make, first remove the old one. Actually now we have four files that you just have to run consecutively. Or alternatively to use it .bat file. I have to warn you, bat file I did not check the old lost and I just now can't check :).
